- Scholarships are given to the daughters/granddaughters of U.S. Navy, Marine Corps, and Coast Guard personnel, active Fleet Reserve, Fleet Marine Corps Reserve, and Coast Guard Reserve, retired with pay or deceased.
- Selections are based on financial need, academic standing, character, and leadership qualities.
- Must be sponsored by a FRA member in good standing.
