Applicants must be Connecticut residents who are U.S. citizens or permanent resident aliens and high school seniors or graduates in the top 20 percent of their class or with a minimum SAT score of 1800. The award must be used at a Connecticut college or at colleges in states that have reciprocity agreements and is based on financial need.
